Endpoints
GET /healthPublicReports whether submissions are actually accepted right now, not just liveness.
POST /submitOrigin-gatedFiles a submission as a GitHub issue labelled submission, rate-limited per IP.
Every submission is reviewed by a person. Most are not published, and there is no fixed timeline.
